Actually the last I heard is that Virginia also allows it! You would be surprised at some of the laws VA has. Like it is also a hanging offense to steal cattle!

In Virginia, as with most states, you have to be outside of 2nd cousins if I am not mistaken. Thats what they asked a year ago at least.
